On August 8th, 2025, the "Hainan Island-Wide Customs Closure-Institutional Alignment: Forum on Rule of Law Innovations in the Free Trade Port," jointly organized by the School of International Law CUPL / School of Foreign-Related Rule of Law CUPL, Academy for the Foreign-Related Rule of Law, and the Hainan FTP Legal Research Institute of CUPL, was successfully held. The forum brought together numerous experts and scholars from universities, government agencies, customs, and legal practice fields. Centering on the significant historical milestone of the Hainan Free Trade Port's upcoming island-wide customs closure operation on December 18th, 2025, in-depth discussions were conducted on core issues such as institutional innovation, legal safeguards, and policy implementation.
At the opening ceremony of the forum, Professor Xu Shenjian from CUPL emphasized that the island-wide customs closure operation of the Hainan Free Trade Port is an essential step in establishing the first domestic special customs supervision economic functional zone with its feature of being "inside the country but outside the customs." In his keynote speech, Professor He Xiaoyong from East China University of Political Science and Law systematically interpreted the regulatory logic of "frontline liberalization, second-line control, and freedom within the island" in the Hainan Free Trade Port. Weng Shuyan, Deputy Director of the Regulations and Comprehensive Affairs Division of Haikou Customs, gave a detailed introduction to the framework and core measures of the customs supervision methods based on the practices.
Professor Kong Qingjiang, Professor Zhu Mianmao, Lawyer Li Qingyan, Professor Wang Wei, Lawyer Zhang Nanning, and Director Li Xiwen also contributed valuable insights from distinct perspectives.
At the end of the forum, Professor Li Juqian, Dean of the School of International Law CUPL / School of Foreign-Related Rule of Law CUPL, delivered a speech as a conclusion.
This forum was not only an exchange of academic ideas but also a profound dialogue between theory and practice.
