The "2025 Civil Aviation Foreign-Related Rule of Law Seminar & The 5th International Forum on Aviation and Space Law," jointly organized by the China University of Political Science and Law and the International Cooperation and Service Center of the Civil Aviation Administration of China, and hosted by the School of International Law CUPL / School of Foreign-Related Rule of Law CUPL, was successfully held at the Haidian Campus of China University of Political Science and Law from June 6th to 7th, 2025.The forum delved into core issues such as the application and challenges of the 1999 Convention for the Unification of Certain Rules for International Carriage by Air (hereinafter referred to as the Montreal Convention) and the construction of a foreign-related rule of law framework for civil aviation. The forum attracted experts, scholars, and practitioners from domestic and international universities, government authorities, research institutions, judicial practice fields, and the aviation industry.


Addresses were delivered by Yu Fei, Vice President of China University of Political Science and Law, and Ji Dapeng, Deputy Director-General of the Department of Policies and Regulations of the Civil Aviation Administration of China.


Keynote Speeches

The keynote speech session was presided over by Yang Jiru, Secretary of Party Committee at the International Cooperation and Service Center of Civil Aviation Administration of China. Presentations were given respectively by: Guo Junxiu, President of the Chinese Society of Aviation Law; Ma Zheng, General Legal Counsel of the China Air Transport Association; Huang Jiefang, Professor of Wuhan University; Zhu Ziqin, Professor of the School of International Law CUPL / School of Foreign-Related Rule of Law CUPL.
The panel discussion segment was divided into the following units: Unit 1: Application of the 1999 Montreal Convention in Domestic Legal Systems. Unit 2: Opportunities and Challenges of the 1999 Montreal Convention. Unit 3: Legal Practice under the 1999 Montreal Convention (Roundtable Forum). Unit 4: Legal Risk Prevention and Control in the "Belt and Road" Construction. Unit 5: Diversified Dispute Resolution Mechanisms in Civil Aviation.
Additionally, the "First Youth Forum on International Aviation and Space Law" was also held during the event.
