On September 23rd, 2025, the "Forum on Low-Altitude Security Legal System Building", co-organized by the School of International Law CUPL / School of Foreign-Related Rule of Law CUPL and the Yanqing District Municipal Justice Bureau, was successfully convened at the Yanqing Conference Center. Focusing on the core issues of safety management and legal safeguards amidst the rapid development of the low-altitude economy, the forum attracted experts and scholars from academia, professional practice, and industry to explore the legal pathways for the standardized development of the low-altitude economy.

Zhang Jingyuan, Deputy District Mayor of Yanqing District and Secretary of the Party Committee and Director of the Public Security Branch Bureau, delivered an opening speech.

During the keynote speech session, Su Xinlu, former Director of the Office of the China Air Traffic Management Committee; Li Jinsong, Deputy General Manager of China TravelSky Technology Limited; and Professor Zhu Ziqin, Head of the Aviation and Space Law Team at China University of Political Science and Law, delivered presentations titled "Opportunities and Challenges in China's Low-Altitude Reform," "Balancing the Development and Safety of the Low-Altitude Economy," and "Legal Safeguards for Low-Altitude Security," respectively. Following the guest speeches, Ye Xiaolong from the Public Order Unit of Beijing Municipal Public Security Bureau interpreted Beijing's airspace management policies.

The second segment of the forum featured a roundtable discussion. Multiple guests, including Zhang Junzhou, Dean of the School of Marxism (Department of Law) at the Civil Aviation Management Institute of China; Ma Qingyu, Associate Professor at the Law School of Beijing Technology and Business University; Zhang Luping, Associate Professor at the School of International Law CUPL / School of Foreign-Related Rule of Law CUPL; Wang Xingyao, Senior Partner at QC Law Firm; Li Leiyong, Director of Qizhong Partners; and Liu Meng, Director of the General Technology Department at Aerospace CH UAV Co., Ltd, engaged in in-depth dialogue and exchanged ideas around the theme "Comprehensive Discussions on the Legal System for Low-Altitude Security."

In the concluding session, Wang Xiaojuan, Secretary of the Leading Party Members Group and Director of the Yanqing District Municipal Justice Bureau, delivered a summary speech.

The forum was attended by over 80 participants, including representatives from the Beijing Lawyers Association; the Yanqing District People's Congress, Political Consultative Conference, Political and Legal Affairs Commission, Court, Procuratorate, and various relevant functional departments; leaders from sub-district offices and townships; the Yanqing District Lawyers Association; legal advisors to the Yanqing District Party Committee and District Government; representatives from the district's lawyers; and representatives from enterprises in the low-altitude sector.
